Registration of societies |
1. Registration of societies under TCS Act, 1964 & T MACS Act, 1995. The Government of Telangana has introduced online Registrations of Cooperative Societies through the Website https://esahakaraseva.telangana.gov.in for utilizing the services of Cooperation Department to facilitate Ease of Doing Business in the State and the Online Registration of Cooperative Societies in esahakaraseva portal officially started from 29.07.2021. (32) Societies were registered through online Registration system. |
Inquiries |
The Registrar is empowered U/s 51 of TCS Act, 1964 and U/s 29 of T MACS Act, 1995 at any time to inquire into the affairs of the society with reference to mismanagement and misappropriation of funds etc… |
Inspection |
The Registrar is empowered U/s 52 of TCS Act, 1964 at any time to order Inspection into the affairs of the society with reference to mismanagement and misappropriation of funds etc… |
Surcharge |
To order for recovery of amount U/s 60 of TCS Act, 1964 based on Inquiry or Inspection Report or on the Special Audit Report. |
Audit |
The Registrar is empowered to appoint Departmental Auditors U/s 50 of TCS Act, 1964 in respect of Aided Societies and on request of the Un aided societies also. |
Stock Verification |
The Stock Verification shall be done by the Departmental Officers under Section 50 of the TCS Act, 1964 twice in a year on the ending of Cooperative/ Financial Half Year at every Coop. Society where stock – Fertilizers, Consumer Goods dealt. |
Periodical Inspection |
The Credit Coop. Societies in each half Year and other Coop. Societies once a year undergo Periodical Inspection by the Departmental Officers. |
Arbitrations |
The Registrar will have quasi judicial powers to resolve the disputes between members and society U/s 61 of TCS Act 1964. |
Section 71 Certificates |
Registrar will have quasi judicial powers to issue certificates U/s 71 of TCS Act 1964 for recovery of outstanding amount against loans issued by the society/bank. |
Elections |
The State Cooperative Election Authority, Telangana, Hyderabad is the Election Authority for all Primary Cooperative Societies. Elections to the Managing Committee of all the societies under administrative control of the District Cooperative Officer and all other societies under administrative control of the Functional Registrars i.e., District Fisheries Officer, District Prohibition & Excise Officer, District Veterinary and Animal Husbandry Officer and District BC Welfare Officer are conducting by the State Cooperative Election Authority. |
Execution Petitions |
The Registrar is empowered to order the sale of movable and immovable properties of the defaulters U/s 70 of TCS Act, 1964. |
Winding up (Liquidation) |
The Registrar is empowered to wind up the affairs of a society U/s 64 of TCS Act, 1964. |

Primary Agricultural Cooperative Societies:
There are 20 PACSs in Peddapalli District. The PACS are undertaking various multiple activities as under.
- Sale of Fertilizers to the farmers duly purchasing from MARKFED, KRIBHCO, IFFCO and Coramandal Fertilizers and Sale of pesticides, seeds to the farmer members at MRP rates as directed by the Government.
- Providing loans to farmer members duly obtaining from the NABARD through TSCAB, KDCC. Bank Ltd., Karimnagar. Loans to members such as:
Seasonal Agriculture operation loans to the farmers twice in a year, Long Term Loans. Gold Mortgage loans, Normal Loans. Loans to Petty Traders, Vehicle loans, Diary Loans, SHG Loans.
- The following societies have opened common service centers (CSCs) and providing various services to the public i.e., Aadhaar Services, Educational Services, Legal Services and Other Central G2C Services etc., PACS Sulthanabad, PACS Chinnakalwala, PACS Appannapet and PACS Kanukula.
- At Present Khariff Season 2024-25 Cooperative Department is extending its services for procurement of paddy through (20) PACS’s opening of (243) centers throughout District upto now 2337821.60 Qtls purchased from 41639 Farmers and 542.28 Crores adjusted to the farmers.
- (4) PACSs Namely Sulthanbad, Chinnakalwala, Dhulikatta and Kanukula are maintaining water plants, and supply purified water to the people at low cost besides maintaining super bazar.
- PACSs Namely Chinnakalwala is maintaining Petrol Pump.
- The government of Telangana have issued G.O. Ms. No.44, A & C (Coop.-II) Dept., Dt:17.12.2022 on Uniform Human Resources Policy to the PACSs employees. Accordingly (93) employees are working in (20) PACSs in various Cadres i.e., Secretaries-20, Staff Assistants – 53 and Sub Staff – 20.
Mutually Aided Coop Societies registered under the TMACS Act, 1995, mainly Thrift and Credit Coop Societies meant for SHGs also exist in the district catering services to the needy members
- Sri Raja Rajeshwari Women Development MACS Basanthnagar Society is manufacturing Non-woven bags. Bags made from non-woven polypropylene (PP) fabric. This fabric is made with spun and bond polypropylene fiber.
- Spurthi Women Development MACS Peddapally is manufacturing Sanitary Napikins.
